Quantized Inertia: A Physics Theory That Gets Rid of Dark Matter.

I came across this theory called Quantized Inertia. As the name suggests, it has a quantum explanation of inertia. The theory can be applied to create a propellantless alternative to rockets.

I would be curious to hear what the physics community here thinks of this theory. To me, as a mere philosopher, it makes sense that dark matter is a sort of pseudo-concept and that there might be alternatives. However, I am not sure about the ways in which the horizons are supposed to work in this theory and whether it makes sense overall. If someone can explain and assess how far this makes sense, I would be very grateful (350 $RSC bounty).

2. There are already experiments running which can collect emeperical evidence. 
In fact the propellend less spacecraft desing is being tested right now.
